Haryana: Through a recent notice, the Directorate of Medical Education & Research, Haryana (DMER) has invited comments/suggestions from all stakeholders on Draft policy for issuance of Noc to start Paramedical Degree courses in the state of Haryana.
The policy has been developed keeping in view the ever-emerging need for Paramedical care in the Medical field with the aim to provide better health services and patient care and not only treatment.
The policy also aims at providing quality Paramedical Education in the State of Haryana by way of prescribing comprehensive procedure and regulation in the field of Paramedical Education as per the norms to ensure uniformity and standards of Education.
Comments/suggestions should reach the office of Directorate of Medical Education & Research, Haryana, SCO No. 7, Sector-16, Panchkula by registered post or through e-mail on email id dmer-hry@nic.in, sheebamohindra.dmer@hry.gov.in latest by 5:00 PM up to 25.06.2021.
Any suggestions received after last date will not be considered.
The Policy has been issued with respect to the issuance of Letter of Intent (LOI) and No Objection Certificate (NOC) for
a) the Establishment of new Government/Self-Financing Private Hospitals/Medical Colleges desirous of starting Degree Paramedical Courses. The courses include:
(i) B Sc Radiotherapy Technology
(ii) B Sc Radiography & Imaging Technology,
(iv) B.Sc Perfusion Technology,
(v) B.Sc Operation Theatre,
(vi) B.Sc (Medical Laboratory Technology)
b)For Addition of New Paramedical course (as mentioned in point no. a) in already existing Government/Self-Financing Private Hospitals/Medical Colleges.
c) For Enhancement of seats in already running institutes offering the above mentioned courses in the State of Haryana.
A.Establishment of New Government/Self-Financing Private Hospitals/Medical Colleges and for addition of new course in already functional Institutions.
The issuance of No Objection Certificate for establishment of New Government/SelfFinancing Private Hospitals/Medical Colleges and for addition of new course in already functional Institutions in the State of Haryana will be a two stage process i.e. issuance of Letter of Intent ( LOI ) and issuance of No Objection Certificate (NOC). The applications will be received and processed by the Directorate of Medical Education and Research as per the time frame notified by the Department.
B.For Enhancement of seats in already running institutes offering various Paramedical courses in the State of Haryana.
The issuance of No Objection Certificate for enhancement of seats in already running institutes offering various Paramedical courses in the State of Haryana will be one stage process i.e. issuance of No Objection Certificate. Interested applicants may apply directly for issuance of No Objection Certificate. The applications for enhancement of seats will be received and processed by the Directorate of Medical Education and Research as per the time frame notified by the Department.
·Procedure for issuance of Letter of Intent (LOI) for new institution/course
a) Any Government/Private Self Financing Educational Trust/Charitable Trust/Society registered under the relevant Act, hereafter referred as applicant will be eligible to apply.
b) Only those Trust/Societies will be eligible to apply for Paramedical Courses who have a minimum 300 bedded OWN/Parent Hospital and having outdoor, indoor facility and emergency services. Further, the Hospital should already have functional Department as per the specific Paramedical course applied for.
c) Preference shall be given to start Paramedical Courses in already established/functional Medical Colleges with an aim to develop a integrated campus wherein facilities like library, classrooms, auditoriums etc. can be shared.
d) An application duly filled in prescribed proforma (Annexure-A) will only be considered.
e) Processing Fee as Non-Refundable fee shall have to be deposited in the account of Haryana State Medical Education Society in the shape of Demand Draft in favour of Member Secretary, Haryana State Medical Education Society along with the application. The non-refundable fee to be deposited shall be Rs. 25,000/- for each course (only for Private applicants).
B.Essential requirements for LOI
a) For establishment of Paramedical Courses in already functional Medical Colleges.
i) If the course is intended to be commenced in an already functional Medical College recognized by MCI/NMC, there would be no additional requirement of land.
ii) The applicant will however need to specify an earmarked area for conduct of classes, demonstration room and other requirements as per norms etc. for each Paramedical Course.
iii) Adequate area for hostel should be available as per norms.
Financial status of the applicant:-
i) Sources of financing of capital and operating expenditure.
ii) Resource projection and its utilization schedule.
i) The proposed Institution should have their OWN/Parent minimum 300 bedded Hospital.
ii) The Hospital should mandatorily have functional Department as per the specific Paramedical course applied for.
b) For establishment of Paramedical Courses in Hospitals where there is no teaching block.
i)The applicant must provide the land details on which the proposed Institution will be established. The land must be in the possession of the applicant either through ownership or long term lease of minimum of 33 years. The following land norms will be required:
More than two Paramedical Courses
ii) The land should be free from all encumbrances. Affidavit in this regard shall be furnished.
iii) Deed- sale deed/lease deed/gift deed etc. should be furnished duly verified by Revenue Department.
iv) Map/Aks Sizra of the land duly verified by Revenue Department.
v) Village Map/Location Map/Index Map/Topographic Sketch/City Road map for identification of land/Building
vi) Original Land-Use-Certificate/Land Conversion Certificate, allowing the land to be used for educational purpose.
vii) The land should not be more than 10 KM to 15 KM from the functional Hospital.
viii) The proposed institution shall operate only from the land described in the Application form.
Financial status of the applicant:-
i)Sources of financing of capital and operating expenditure.
ii) Resource projection and its utilization schedule.
i)Building plan of the proposed institution.
ii) Architectural master plan indicating the land use pattern for the proposed institution.
i) The proposed Institution should have their OWN minimum 300 bedded Hospital.
ii) The Hospital should already have functional Department as per the specific Paramedical course applied for.
·Issue of Letter of Intent (LOI)
a) After evaluation of documents, Letter of Intent (LOI) may be issued with approval of the Government, which shall be valid for three years from the date of issuance during which the applicant shall apply for No Objection Certificate (NOC) after fulfilling the norms and other conditions prescribed from time to time. If applicant fails to apply within 03 years of issuance of LOI, the LOI shall stand cancelled automatically.
b) In cases where Letter of Intent is denied for non-fulfillment of norms/minimum standards the applicant shall be informed accordingly.
c) Mere issuance of LOI doesn't confirm the right of applicant for grant of NOC.
d) Letter of Intent (LOI) will be issued with the approval of the Government.
e) Letter of Intent (LOI) shall considered to be Deemed cancelled after a period of 03 years, if the applicant has not applied for NOC. No extension beyond one year will be granted to the applicant after issuance of LOI, if applicant fails to apply for NOC.
·Essential requirements for NOC for new institution or addition of new course
a) The applicant shall apply for grant of No Objection Certificate (NOC) after fulfilling the norms and other conditions prescribed from time to time by the State Government/affiliating University etc. within stipulated time period of 03 years of issuance of LOI.
b) In case of establishment of Paramedical courses in existing Medical Colleges, the applicant institution should clearly earmark the Classrooms, Common Room, Demonstration Room, Labs etc. for students pursuing Paramedical courses. In case, adequate Teaching Block/ Infrastructure is not available in the existing building, then separate Teaching Block for Paramedical students be constructed. A separate teaching block will be a pre-requisite where the applicant Institute is a 300 bedded or above Hospital and does not have any teaching block. The details of constructed area are for an admission capacity of upto 60 students is given below:-
Area (Figures in Sq. Feet) at the time of permission and upto 60
Area (Figures in Sq. Feet) for 60-120 students

The hostel block with following norms is a pre-requisite for both category (Medical College or 300 bedded or above Hospital) of applicant categories –

c) A copy of approved Zonal plan & Building plan along with Survey No. and Location of area approved by the concerned Municipal/ Panchayat/Corporation authorities should be furnished.
d) Building plan must incorporate the Lab facilities as per norms.
e) Building should be in the name of trust/society with absolute possession.
f) Building Completion Certificate should be furnished.
g) The building must confirm to the bye-laws of the concerned competent Local Body/Municipal Body/HUDA and should be planned designed and constructed with earthquake structure.
h) Building should be disabled friendly and barrier free along with provisions of safety measure against fire.
i) No rental agreement of land building and Hostel is permitted. However, long lease for a period of minimum 33 years can be permitted for which lease deed should be get registered and building plan duly approved by the local authorities concerned must be obtained and forward to this Directorate.
j) Library shall be well equipped with books, equipments, furniture etc. as per minimum requirements for the said course.
k) Availability of well equipped Laboratory facilities as per norms of the said course.
l) Teaching Staff shall be appointed as per educational qualifications and experience prescribed by affiliating University.
m) Separate hostel for boys and girls as per norms.
n) Transport Facility- Minimum 20 seater Vehicle should be available
o) Clinical Facility as per Norms for each course/courses.
p) Security in the shape of Bank Guarantee (Rs. 10 lakh for each course) issued by any scheduled commercial bank should be pledged in favour of the Director Medical Education & Research, Haryana valid for 05 years at first instance. No Objection Certificate shall not be issued to any applicant, if found suitable, till the deposition of bank guarantee of the requisite amount by the applicant. The applicant will apply for renewal of bank guarantee for another term of five years, at least six months in advance before the date of expiry. No admission shall be allowed in any institute in absence of valid bank guarantee deposited with the department.
q) Other Technical Requirements for issuance of NOC specific to each course for one unit-
2. Teachers in the basic subjects as per syllabus including Radiation Physicist and Radiation Safety Officer.
Hospital and other infrastructure facilities
Department: Radiation Oncology, Medical Oncology, Surgical Oncology and allied specialities.
Other requirements: Laboratories for practical classes in basic medical Sciences subjects.
1.Teletherapy, Brachytherapy and Mould room facilities in the Department with a valid license of Atomic Energy Regulatory Board to run these facilities.
2. Dosimetry and quality control equipment necessary to run Teletherapy and Radiotherapy facilities as per AERB guidelines (as amended from time to time.)
B.Sc (Radiography & Imaging Technology)
2. Teachers in the basic subjects as per syllabus including Radiation Physics.
Hospital and other infrastructure facilities
1. Department: Radio Diagnosis and Imaging and allied Specialities.
3. Laboratories for practical classes in basic medical Sciences subjects.
1. 800 mA X-ray Unit with IITV 01
2. 500 mA X-ray Unit for Radiography 01
6. 1.5 T Magnetic resonance Imaging (1.5 T MRI) 01
2. Teachers in the basic subjects as per syllabus.
Hospital and other infrastructure facilities
1. Department: Opthalmology and allied Specialities with atleast 01 Operation Theatre, 01Refraction Room and 01 Minor OT
2. Laboratories for practical classes in basic medical Sciences subjects.
1. Ophthalmic Chair equipped with slit lamp and applanation tonometer - 1
2. Refraction sets with trial frames – 8
3. Operating microscope for minor OT procedures – 1
5. Vision boxes for examination rooms, specialty clinics and refraction room- 10
For Squint/Peadiatric Ophthalmology/Neuro Ophthalmology
2. Prism Bar horizontal and vertical Sets – 1 Set Each
5. Maddox Rod with Maddox Wing - 1 Set
7. ERG Machine (optional) - 1 For Retina Clinic

2. Teachers in the basic subjects as per syllabus.
Hospital and other infrastructure facilities
1. Department: Cardiac Surgery conducting regular open Heart Surgery, Cardiology including Cath Lab and Blood Transfusion.
2. Preferably, the course should run in a medical College
3. Laboratories for practical classes in Basic Medical Sciences subjects.
All Equipment's of Operation Theatre and ICU along with Hearth Lung Machine & Cardiac Surgery instruments.
2. Teachers in the basic subjects as per syllabus.
Hospital and other infrastructure facilities
1. Department: Anaesthesiology, General Surgery and allied Specialities.
2. Preferably, the course should be run in a medical College
3. Laboratories for practical classes in basic medical Sciences subjects.
Necessary Machinery & Equipment's for Anaesthesia & Surgical specialities which are required for two elective Operation Theatres and One (Emergency (24 hours) Operation Theatres.
B.Sc (Medical Laboratory Technology)
1. Pathologist -02, Microbiologist – 02, Biochemist – 02 and Blood Transfusionist-02
2. Teachers in the basic subjects as per syllabus.
3. Lab technicians – 08 (Two in each speciality i.e 02 in Pathology, 02 in Microbiology, 02 in Biochemistry and 02 in Blood transfusion

1. Department: Pathology, Microbiology, Biochemistry and Blood Transfusion and allied specialities.

The applicant to whom LOI has been issued shall be required to submit application to the Director Medical Education & Research, conveying its readiness for inspection for issuance of NOC well within time before the expiry of the Letter of Intent. Based on the Inspection Report, application will be considered for issuance of No Objection Certificate (NOC) by the Government.
a) There will be no inspection for issuance of Letter of Intent (LOI). LOI may be issued by the Government on the basis of scrutiny of the documents submitted with the application as per the requirement of the policy. However, the decision will be taken by the Competent Authority.
b) Inspection for issuance of NOC by the State Government for establishment of New Government/Self-Financing Private Hospitals/Medical Colleges, for addition of New Paramedical course in already functional institutions and for enhancement of seats in already running institutes offering various Paramedical courses in the State of Haryana will be carried out by the committee(s) constituted by the State Government from time to time. Inspection committee shall inspect the institutes taking into consideration the requirements of NOC and requirements for affiliation by Pt. B.D. Sharma UHS, Rohtak.
·REGULATION UNDER HARYANA PRIVATE HEALTH SCIENCES EDUCATIONAL INSTITUTIONS (REGULATION OF ADMISSION, FIXATION OF FEE AND MAINTENANCE OF EDUCATIONAL STANDARDS) ACT, 2012
Notwithstanding anything contained in this policy, if any institute fails to comply with the directions of State Government or affiliating University, the applicant shall be liable to be regulated and penalized under the Haryana Private Health Sciences Educational Institutions (Regulation of Admission, fixation of fee and maintenance of Educational Standards) Act, 2012.
a) Admission of students shall be made as per the rules/procedure prescribed by the State Government from time to time.
b) Tuition fees and other charges admissible for Paramedical Courses shall be as notified by the State Government from time to time for those institutions affiliated with UHS, Rohtak.
State Government may allocate seats as per unit size shown below.
B.Sc Radiography & Imaging
a) Institutes may apply directly for issuance of No Objection Certificate and LOI is not required in all such cases. Institute may apply as per time frame notified by the department as mentioned earlier.
b) The applicant will deposit the application for Enhancement of seats along with nonrefundable processing fee @ Rs.25,000/- (fixed). The fee shall have to be deposited in the account of Haryana State Medical Education Society in the shape of Demand/NEFT/RTGS Draft in favour of Member Secretary, Haryana State Medical Education Society
c) No institute is entitled to apply for Enhancement of seats till the 1st batch of the respective course passes out.
d) The maximum number of seats in one course shall not exceed 10. Institute will be considered for enhancement of seats, with no allotment exceeding more than two batch strengths in one course. The batch/unit size will not be divided.
e) Essentiality Certificate is required to be issued by the State Government for enhancement of seats and hence, inspection shall be got conducted by the Government.
No Paramedical school will be allowed to commence the course or seek admissions without obtaining affiliation from University as the case may be or any other Regulatory Body authorized by the State Government/Central Government.
Appeal to any order of DMER issued from time to time shall be before Administrative Secretary of the Department of Medical Education and Research.
