development agency Enabel has been recruited to implement the Integrated REDD+ Program in the Province of Mongala (PIREDD MO), financed by FONAREDD through CAFI funds.PIREDD Mongala is part of the national REDD+ strategy and aims to sustainably reduce the impacts of human activities on the forest and improve the living and income conditions of the inhabitants of the province of Mongala (including women, youth and indigenous peoples).Its general objective is to reduce IUO deforestation and forest degradation in the province of Mongala by reducing the impact of human activities and existing demographic dynamics on forests and improving the governance of natural resources (forests and land) in the targeted areas.To this end, it constitutes a multidisciplinary team for the management of development intervention which is established in Lisala and Bumba.These are therefore relatively landlocked and rural settlements.As an infrastructure engineer (M/F) you are placed under the authority of the project's Intervention Manager.You are the guarantor of the proper execution of infrastructure-related activities;You carry out needs studies based on the mapping of the infrastructures present;You carry out technical, financial, economic and organizational feasibility studies of the planned projects;You develop technical specifications and specifications in the context of calls for tenders for studies, for the monitoring, supervision and execution of construction sites and you participate in the market analysis process (if applicable) ;You check the compliance of the execution with the specifications, the rules of the art and the regulations in force;You support the implementation of digital site monitoring with Kobotoolbox;You check and validate first the provisional & final acceptances for the works, services and supplies;You identify, strengthen and support local road maintenance initiatives using HIMO methods;You follow the field activities related to the infrastructures carried out by the project;You follow the performance indicators related to infrastructure, including the collection of field data;You support the drafting of final acceptance reports;You ensure the development of effective relationships and synergies with other actors involved in the technical support of health facilities;You perform any other task requested by the hierarchy.You have a diploma (bac +5) in civil engineering, construction, construction, or architecture.You have at least 5 years of relevant professional experience as an infrastructure engineer (building, roads, bridges) or architect;You have work experience in an international development organization is an asset;You have proven technical experience related to buildings, roads, bridges, water and solar energy;You have proven experience of working in rural areas;You have experience in the construction/supervision of works;You have experience in labour-based methods and in supporting local road maintenance initiatives and hot spots;You are able to live in a difficult area;You are able to move around in difficult areas, including on a motorcycle, is an asset.Technical experience and skills requiredYou have technical knowledge related to buildings, roads, bridges, water, and solar energy;You have knowledge in the design and execution of infrastructure works;You have knowledge of site monitoring;You have knowledge in HIMO methods;You have professional experience with institutional partners;You have experience of international NGOs or bilateral cooperation or development agencies;You have excellent communication, facilitation and mobilization skills;You know how to listen, analyze and solve problems;You are dynamic, proactive and autonomous;You have a spirit of innovation and a sense of responsibility;You have the spirit of analysis and synthesis;You have organizational skills, planning and meeting deadlines;You are able to
